Crypto symbols will be automatically added / removed from alerting based on volume

For now this only applies to crypto but when symbols fall below $100M daily volume, alerts will be paused. If new symbols begin trading over $100M daily volume and are not already in our system, they will be imported, scanned, and added to alerts.

In the future, this will apply to stocks based on similar criteria.
